If I'm making sugar maple longbows from board bows- As I don't have much wood to spare are there any steps to take to prevent a 'stepped' back from splitting?

A backing should help the back from splintering. Rawhide, sinew, or other.

what about without a working backing just for protection?

Some people use a linen or silk backing. However, I prefer rawhide or sinew.In my experience cloth doesn't work quite as good for a backing as rawhide or sinew.

What does a stepped back mean? To me it is one with too many run outs or run ups to use. The number of run ups or outs would determine if a backing would hold the bow together so a general answer is...

I'm with Jawge, have to be real fussy with boards.I much prefer a natural stave.
